Because of Rome's massive size, it encountered many diverse enemies. These enemies used a variety of tactics and fighting styles but none were able to consistently beat Rome. Even though Rome faced so many different enemies, it rarely had to change its central organization and emphasis on heavy infantry instead responding with new auxiliaries and new tactics. This is proof of the dominance of the Roman military.
